A law that will protect dog shows, working dogs, pet choice and a vast amount of animal exhibits in Utah is swiftly advancing through the Utah Legislature.

The bill sponsored by Representatives Joel Ferry [R] and Scott Sandall [R] passed the House Committee, (10 - 3) on February 28, and went straight to the House Floor the next day and passed completely.

The title of House Bill 476, is "Local Agriculture Amendments."  When you look closely, you'll notice that it actually protects animal events, businesses, and many animal owners from municipal rules and regulations that are too restrictive and over reaching.


Horse drawn carriage are one of dozens of commercial and working animal enterprises that would be protected.


It safeguards "animal enterprises," which are defined as "commercial or academic enterprises" that utilize or sell animals for profit, exhibition, or other purposes. This includes animal shows and tournaments. It would also safeguard "working animals," which are defined as animals "employed for a specific function in trade," such as education or exhibition.

Working animals, such as livestock guardian dogs, and animals employed in display or competition that create revenue for the state appear to be protected under these wide criteria.

Legitimate retail pet stores would likewise be protected from being shut down or regulated under the measure. This is critical for consumer protection and pet choice in the state.
